In an official letter addressed to the Honorable President of the Republic of India, Smt. Droupadi Murmu, on April 23, 2025, President Ramos-Horta conveyed deep sorrow over the incident and extended Timor-Leste’s solidarity with the Indian people during this difficult time.

Prime Minister Pham Minh Chinh on April 23 sent a message of condolences to his India counterpart Narendra Modi over the serious terrorist attack that occurred in Pahalgam town on April 22 that caused many civilian casualties. The same day, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son extended his condolences to Foreing Minister of India Subrahmanyam Jaishankar.

At the first India-Singapore Futures Forum held on April 28, 2025, tributes were paid to the 26 victims of a terrorist attack in Pahalgam, Kashmir. India’s High Commissioner to Singapore, Dr. Shilpak Ambule, called the killings “unfortunate and tragic,” highlighting the unprecedented targeting of victims based on religion. “The manner of killing by identifying the religion (of the victims) was something unprecedented,” said the envoy.
Singapore’s Ambassador-at-Large, Prof. Tommy Koh, condemned the attack and said, “Singapore stands with India in fighting the scourge of terrorism.” Prof. Koh also emphasised the enduring strength of India-Singapore relations amid global shifts toward protectionism and economic nationalism, stating both nations must rely on trusted partnerships in turbulent times. The Ministry of Foreign Affairs (MFA) said, “Singapore strongly condemns the terror attacks in Pahalgam, Jammu and Kashmir, on Apr 22, 2025, which have claimed many lives.”
