This issue of the CLAWS Cyber Newsletter highlights a rapidly fragmenting global technology ecosystem characterized by intensified state-sponsored cyber operations, sweeping defence modernizations, and escalating friction over artificial intelligence governance. Within India, the government is accelerating its technological sovereignty mandate through the Emerging Science, Technology and Innovation Conclave (ESTIC) and Rs 4,106 crore in indigenous defence procurements for the GSAT-7C satellite and Varunastra torpedoes, while simultaneously navigating a severe State Bank of India data breach that exposed customer personally identifiable information on the dark web. Globally, the technological arms race is fundamentally reshaping military architectures, evidenced by the Pentagon’s new covert Technology Support Office designed for adversary tech sabotage, the establishment of the U.S. Autonomous Warfare Command, and China’s rapid advancement in indigenous AI accelerators as Nvidia’s market share declines. Concurrently, global critical infrastructure remains under acute threat from sophisticated supply-chain compromises, including the subversion of Tor exit nodes, the GhostAction GitHub campaign targeting over 30,000 repositories, and systemic virtualization breaches in Japanese and Russian cloud providers. The discovery of massive AI-uncovered core vulnerabilities like PHP2Shell further underscores the urgent need for robust zero-trust frameworks, hardened deployment pipelines, and proactive cross-border cyber diplomacy in an increasingly hostile threat landscape.
